安全生产警钟长鸣！近日，北京经开区网站披露了 6 月 3 日发生在康龙化成（300759.SZ）的一起安全事故调查结果，本次事故共造成两位放大实验室生产操作员死亡。据调查，两位操作员在本次事故中负直接责任，公司及相关责任人对事故发生负有管理责任。有行业专家在接受财联社记者采访时建议，所有生产型企业应先自查，防止类似事件发生。近日，北京经济技术开发区管理委员会官网披露了一起 CRO 企业亡人事故调查报告。据《经开区 "6 · 3" 亡人事故调查报告》显示，今年 6 月 3 日，北京经济技术开发区河西区泰河路 6 号的康龙化成（北京）新药技术股份有限公司发生一起亡人事件，造成 2 人死亡。事故发生后，6 月 15 日经开区管委会成立事故调查组，经调查，本次事故实验项目 DT-818 为一类创新药，主要用于治疗强直性肌营养不良，目前处于 IND 审批阶段，事故发生在公司 12 号楼一层纯化间 1 内，6 月 2 日晚 19 时许，井某学、郭某按照工作安排到达工作岗位负责夜班实验生产操作工作。次日早上 8 时许，被发现因缺氧导致身体不受控制，后仰躺在隔离器内部，二楼人员随即赶往现场进行施救，过程中拨打 120 电话，但二人经抢救无效死亡。经中国安全生产科学研究院技术鉴定分析，得出造成本次事故直接原因为柔性隔离器内通入氮气，导致氧气浓度急剧下降至窒息阈值（<19.5%），作业人员未采取防护措施进入，因缺氧窒息死亡。调查组勘查后认定，郭某、井某学作为放大实验室生产操作员，未按照公司制定的《柔性隔离器使用和清洁》第 5.3 条操作使用中要求执行，在进行抽滤前的准备工作时，未通过柔性隔离器的手套操作，进入柔性隔离器内部进行操作，导致事故发生。这是造成本次事故的直接原因。康龙化成公司对郭某、井某学的安全生产责任制、安全生产规章制度和操作规程督促落实不到位等，则是间接原因。对此，作为公司主要负责人，楼某强因未认真履行安全监管职责，对安全管理部门、实验室生产部门落实安全生产责任监督管理不到位等，涉嫌违反《中华人民共和国安全生产法》相关规定，建议对楼某强处上一年年收入百分之四十的罚款。此外，康龙化成中国区生产副总裁张某良、分管安全生产副总裁王某辉、放大实验室生产总监陈某哲等多名人员，由于未认真履行安全监管职责，对安全管理部门及人员落实安全生产责任监督管理不到位等，根据相关规定，建议对以上人员进行不同金额罚款，同时建议对康龙化成公司处三十万元以上一百万元以下的罚款。一直关注此事的某医药行业专家在接受财联社记者采访时认为，" 安全生产和安全操作要高度重视，EHS 和 GMP 都无小事，一个是对人负责，一个是对药负责。员工的自我防范意识固然重要，但生产型企业更要设置更多防范措施，减少不安全事件发生的风险；每个公司都有自己的 EHS 部门，但是 EHS 部门工作有没有做到位，这个非常关键。不能总是亡羊补牢，建议所有生产型企业一定要先自查，防止类似事件发生。"财联社记者就此事采访康龙化成方面，但截至发稿并未获得回复。
